Cruising Permits, Great Loop for Canadians

Since it takes 365 days to do a relaxing tourist Great Loop Trip, and it's desirable to avoid the hurricane season, Canadian winters, the 6 month stay restrictions, and losing Canadian Health Care after ~6 months,etc, it's desirable to split the Loop trip into legs over more than one 12 month period.

However,according to https://help.cbp.gov/app/answers/detail/a_id/608you need a 12-month Cruising Permit that requires having the boat outside the USA for > 15 days etc. Also, if you leave the boat in the USA for too long, duties/taxes are charged.

Storing the boat somewhere along the Loop for 6 months at a time between legs is desirable, but looks infeasible.

How did people that have already done the loop handle this?
