Rudder

I'm wanting to make a new rudder for a 22' sailboat. The existing one is fiberglass and my new one will be fiberglass covered also. What I don't know is what the frame work inside looks like. I assume it's wood. I was thinking of oak framework with foam filling and then covering in fiberglass. Fear is it will float up.Any ideas?

Aloha Spooky,
I can't remember whether your rudder is transom hung or inboard?
The rudders I've worked on have been laminated marine plywood or solid with fiberglass covering. I'm going to be rebuilding my big boat rudder and know that it has a stainless steel web welded to the rudder post and foam for the shape and that is all covered with glass.
