Question on Aries windvane rebuild

Could I find out from anyone who's done the rebuild, please ...

the little teflon sleeves that house in the head unit (the one that holds the wind paddle and the counterweight) ... do they go in with the fully open end facing out or the partially capped side facing out.

These are the sleeves that contain the "needle bearings." I am almost certain that it has to be open side out in order to accommodate the needle bearings, but I want to make sure before I epoxy them in place.

If it's an Aries No.3, Standard Vane Gear, the roller housings fit to the shaft open end facing outwards. It's then easy to insert the nylon rollers, which are covered by the vane shaft washers before the angled pivot shaft spacers are fitted.
