Dual Racor Fuel Filters

1: "Hi, I was wondering if i can replace the filters in my dual Raycor set up without having to re bleed the fuel system on my Perkins 4.108".
Question.2:
The motor has just all of a sudden started idling at 1200rpm and i cant work out why ! when it used to idle at 800. Is it something to be alarmed about?
Any help would be great cheers!

Answer to #1 Yes. Close valves/change filters open valves

Answer to #2 Check Throttle Linkage....Does it sound like it is idling faster...if not it may be a tach problem
