Windward Anchorages of Puerto Rico and Dominican Republic

So if sailing windward of Puerto Rico and Dominican Republic are there cruiser friendly anchorages available for cruisers to assist on route to Turks and Caicos this time of year?

On the eastern end of PR popular stops are Culebra and Fajardo, and then you can hop along the south coast from harbor to harbor over to Boqueron on the west coast of the island. On the north coast there isn't much other than San Juan, which isn't particularly cruiser friendly but there is no reason you can't stop there. The south coast is probably the way to go for harbor hopping unless you just want to offshore it.
