Certainly you can design and build your own boat. My 34ft cat was designed and built by an amateur and crossed oceans and still floating after 32 years.
He did build another from plans first, so the second one borrowed much from the first one. Generally you can 'overbuild' to be safe. The larger the vessel, the bigger penalty overbuilding incurs, and as they become bigger, the cost of professional help relative to the boat cost is not significant.

This guy built a huge boat as his first one, and used shed building material and techniques, and ignored all advice.

It's all relative -- I think I read that he spent all of his savings, and all or most of his mother's retirement savings. That may only amount to $20,000 but it still means there's nothing to fall back on if it fails and they don't get to live on the boat in the South Seas. There's a hard day of reckoning ahead.
