Redbreast. Talk to the RYA. This is a bit of a minefield and could wind up costing you 10K+ to sort out. Also, consider if you have to export a boat from the US in 90 days, where are you going to take it? This is not to say that buying a boat in the US is not a good idea or that boats that do not have CE paperwork are in any way inferior, they're not BUT there can be a lot of hassle involved. I briefly looked at it 18 months ago but plans changed.

On the other hand - many boats you see in the EU are registered under flags of convenience, as long as you leave the EU within your allotted timeframe you can get away with operating a foreign-flagged non-CE-approved boat in EU waters for a long time.

I am very curious for your quote: "A way around all of this would be to flag the boat on Jersey for a fee of around 350 / 5 years." Can you please specify this?

Hello!

Information and application forms are here Jersey Harbours I havn't looked into it more closely but it looks promising. Theren are non EU countries that still follow the CE directive, like Norway. I havn't seen anywhere that Jersey is does though. If nothing else, the VAT should be lower.
