San Diego to Coronado Islands

Since these islands are in Mexican waters, is it necessary to have one's passport? We know not to go on land, we only want to sail around them and maybe fish. We have Mexican fishing licenses, so that isn't a problem. Any information would be greatly appreciated.

Last time we went into Mexican waters, the Customs people told us it wasn't usually necessary to check in if you had not landed/anchored in Mexican waters. BUT they were running a training exercise, so had us stop at SD customs and go through it anyway. That was less than a month ago. Take your passports and hope for the best.
