What's This ???

This interesting little item was on our boat when we purchased it. It is located on the helm seat, and were the helmsman to sit down with it folded up ... it would be most uncomfortable! The problem is, I have NO idea as to what the heck it is! None of my boating friends have ever seen anything like it either. The surveyor who did our boat, said that in 40 years of surveying sailboats, he had never seen anything like it.
OK ... calling all you experts out there ... What the heck is this thing? As a reward for the proper answer, we shall provide an evening of free libations to the winner (presuming they are willing to come to North Fort Myers to collect!) ... in the event that no one actually knows what it is ... the reward will go to the "best" lie!!!!
