Last year at Belleville, ON, a young man was operating as "Snacks Afloat". He bought one of those 20 cup bulk packs at Tim Horton's, and a box of donuts etc. I guess, and was reselling on the water. I don't imagine he could have been legal, as (true story) even 9 year olds selling lemonade for a quarter are sent packing in this jurisdiction. Still, the economics were unclear to me given the sparsity of boaters and the cost of fuel. Might have just been a cover to meet young ladies.
