add steering helm to 23 ft sail

want to construct a small helm so as to add steering for 9.9...can this be done by me..tks

I am sure one could rig up something. Perhaps find a small power boat and check out how it is done. You could also keep the motor fixed and move the rudder. It is outside my experience, so I cannot be more helpful.

Would linking the 9.9 to pivot with the tiller/rudder accomplish the same thing?
I was on a 27' boat that due to the helm had less cockpit room than my 21'.
