All of the settings can be reset by the new owner. It's user programmable.

MMSI is not user reprogrammable, by law.

I thought you were asking about programming the MMSI information into the unit, which is all easily done by the user.

Yeah I am. Once it's in, you can't change it.

I was asking if you know if it can be changed by a dealer, or if it has to be sent back to Garmin. I'm sure you can't change it yourself.

We are both correct. The instructions posted by Garmin here clearly states that the installing dealer or manufacturer is supposed to input the MMSI for you.

Garmin includes the software with the transponder to do the data entry. Since I did my own installation, as would you, you'd qualify as your own installing dealer I guess.

I programmed my own - it's an easy piece of software to operate. You load it into your computer and then connect the AIS 600 to the computer via a USB cable. Its just a matter of filling in the information and hitting save.

jdives you dont understand. IF you program your MMSI once, then it is locked and you cant do it again. Not even if you are a dealer. You have to send it back to Garmin. I could be wrong but that is what they told me.

Not sure about Garmin, but the EmTrac is user programmable although the manual says it should be done by a "qualified installer"
Maybe the Garmin Manual tells you how to put your MMSI number in it.

I have the Garmin AIS 600 installed on my boat and it does come with the software that allows an end user to reprogram the MMSI or any other information as often as one wishes. Perhaps that's not legal but that's the way it is.

How about trying to reprogram it ?

You wouldn't want to have it floating around with your MMSI after you sell it.
