What is this?

I just reinstalled OpenCPN after upgrading to Windows 10, and now the charts are covered with these two symbols. They weren't there beforehand. What does this mean?

They are 'quality of data' M_QUAL indicators.
U for unsurveyed (the default I think) and the more '*' the better.

you can remove them by unsetting 'chart informations objects' in Options:chart:vector chart display

The easiest way to get rid of the symbols are to un-tick "Chart Information Objects" in your vector chart settings.
What you see has to do with the quality of the survey for the area.

Those are "chart information objects". They provide information about the estimated accuracy of the chartdata.
Where more stars is better (6 * is the best) and U stands for (I think) Uncertain. This should be read as, the way the data was collected and/or worked over is not according IMO standards.
Those objects can be switched on/off in the <Options><Chart><Vector Chart Display> tab.
