Opencpn charts

Hello, I am trying to download Opencpn and their charts for a friend. I am not a sailor and we both are not computer literate so we are really sailing blind.
I can download the Opencpn but when I go to the Toolbox to download the charts I get files like: wxbase28_net_vc_custom.dll, are these files the charts, if not, what have I done wrong?
I would really appreciate some help, in plain language, guideing me through the process of getting the charts up and running.

OK, first a disclainer. I am NOT an expert in OpenCPN but have managed to get it working on two different laptops.

Do not know if you can download charst with the toolbox but that is not how I did it. I downloaded charts from NOAA website, saved them on my hard drive and then used the Open CPN tool box to link that directory on my drive to Open CPN so it would know where to access the charts.
