Open cpn Installs but Does Not Open with Vista 64 bit

Hi all,
I installed version 2.3.1 on my VISTA 64 bit laptop and get the following message:
"The aplication has failed to start because its side by side configuration is incorrect. Please see aplication event log for more detail."
I can't find the event log... can enyone help?

I am adding to this that installing the same 2.3.1 version on my XP laptop also does not work. I removed and reinstalled version 2.1.0 in the xp and it works just fine.
So, is there a problem with version 2.3.1 that I just downloaded? could it be that there are some files missing in the download?
when I installed version 2.3.1 over the working ver 2.1.0 the install program did not recognize version 2.1.0 it said that there is an iligal version and that it must be unistalled... well I did just that but the new program - 2.3.1 - still gave me the same message... any suggestions to get 2.3.1 working on the xp or the vista? Thanks

have you tried the option "Scan HDD ..."? If not, please do so.
This will have mainly two effects:

1. Searches for old installations of OCPN
2. Removes Registry entries of older and/ or no longer existing installations

Please also try to backup your old OpenCPN config folder (to another place with different folder name) and delete it afterwards.

Now run the installer again.

Thank you Gunther,
I could not find - in vista 64 - how to run the "scan hdd". However, I removed all entries on the register that had "opencpn" in it. I re-installed the program but it gives the same error message as in my first posting.
Do you know how to find the even viewer in vista? Thanks for the help
