Ubuntu has changed. $USER used to be added to the dialout group, but not anymore.

In the instructions for getting a gps going using Linux, under "More Linux Hints" you will find this:

If you can't connect to a physical port, such as /dev/ttyUSBO, indicated by a line in the opencpn.log file. Check that you, as a user, belongs to the group "dialout". To see which groups you belong to, run the command "groups". Not all Linux distributions add the user to this group by default. To add your self to the dialout group -> "sudo usermod -a -G dialout $USER"
This was added as a result of this thread and another parallel thread in May this year.

When I try to run gpsd I get this message. I have been unable to join groups

gpsd:ERROR: can't run with neither control socket nor devices
