Extracting .exe files in win 8.1

On a lenovo laptop I have downloaded OpenCPN 3.2.2.
I then downloaded two charts from yachtua1. They came as .exe compressed files.I saved them in a folder labelled 'charts'. I can open only one of them but only as an administator. Neither chart will open on double clicking. OpenCPN cannot open them after loading them into the loaded chart page even though they are sitting in a folder labelled charts. Maybe they need to be extracted first but how is this done in windows 8.1?

Stay away from that ukranian website that sells old pirated charts that used to be "freely" available long ago...On some they even photoshopped some corrections with gastly spelling mistakes...
Dump these "charts" and get proper ones...
My 2 cents...
It is also a VERY bad idea to click on .exe files you're not expecting...
I do hope your computer has not been contaminated by trojan horses or worse...

No chart will end in .exe. that is an execute file and will do something.

Thanks for the caution expressed about that source of navigation charts.
I am keen to get started on OpenCPN 3.2.2 and have no charts yet except these .exe files which I shall now delete as being suspect.
I would like to get some charts of the mediterranean where we shall be.
Please could I be advised on a reliable source that would function on OpenCPN and a laptop using windows 8.1 OS.
