It sounds like you just need to switch your boat back and forth between two moorings.

I suggest you put a single block at each mooring buoy and run a continuous loop of line between the buoys. Tie your boat to this running line and use an electric pot line hauler to shift the boat between the balls. Control the stop/start and direction of the pot line hauler with a radio transmitter.
