Canada's trade deal with EU

CETA is expected to come into force in 2017 (though it may take longer...) and as it is a free trade arrangement - does this mean the 9.5% duty on French (or other EU manufactured) boats will go away? Makes a difference especially if you're paying HST (VAT and Local Sales tax) on your purchase...

I skimmed through the summaries and the text - but couldn't see definitively that this was the right interpretation. Worth delaying purchase for a year if you're planning on importing?
