You’re thinking of Herb Hilgenberg, of Southbound II, who provides a daily ship-routing/weather forecasting service on marine HF/SSB frequency 12359.0, starting at 2000 UTC until completion of traffic.

EDIT: oops, Gord was too fast for me...

Chris Parker specializes in the Caribbean region: I just used his custom weather routing services on a passage from St. Thomas to the west coast of Florida.
