Seized winch handle lock

Got a nice 10" double handle winch handle ('80's Barlow chrome bronze) with a seized locking device - any recommendations on what to soak it in to free up?? Don't really want to fork out for a new one.

Seized parts can be freed using a low-viscosity penetrating oil (WD-40, Corrosion-X, PB blaster ,et al) and sometimes judicious heat from a propane torch.
Let the penetrant sit overnight.

Blaster. Best I have found. Way better than WD-40 which is not really intended for that use.

After soaking in penetrating oil put a wrench on the square end and gently work back & forth. Should free up real quick.

Dropping the whole thing in diesel will often work, its a bit cheaper than half a can of your choice of super spray. Patience and a gentle warming. If after this it still wont budge (see NoTies post) then give it a wack with a hammer....No I am not joking....Dont do it so hard that you bend the little shaft. The idea is to "crack" the layer of corrosion to allow the oil to penetrate. Throw it back in and wait a bit more. The game is to use just a little bit less force and teeth grinding than what will break both !!

We use this for disassembly of large valves from processing and steam plants. It just creeps right into every tiny little crevis and flows towards heat.

Once it's loose soak it in lemon juice. That'll eat the rust away.
