I haven't read thru all of it but-
first check the existing condenser coils - clean if necessary. Can be felt-like layer of dust hidden inside cowling, etc...
Don't oppose the existing air-flow.
Either static - hot air rises or the existing direction of the condenser fan (if there).
so - hole lower somewhere - and hole above somewhere - will give natural ventilation - hot air rises.
Add fan to bolster that if required. i.e don't blow down against it!!

Evaporative cooling does not work that well in high humidity.
