With what you have speced out and for your price range, you will have too look at older vessels and in the 40 foot range. Depending on the vessel's up keep, you will have to dump some cash into it no matter what.

Just off the top of my head here are 2 vessels that would work for you. 1 is wood and the other is fiberglass.

Now depending on your Joe fits it skills, you could get by without spend too much on repairs. As far as older wooden vessels. I would not shy away from them. Today most older wooden vessel's hulls have been worked over so the hold up pretty good. But still have it looked over by a pro if you find one that you like.
