I'd like to find something official as well, I have looked at IMO and SOLAS for anything relating to private non-SOLAS vessel requirements and haven't been successful. The Noonsite post doesn't mention whether Class-A or -B or whether private vessels need just a receiver or require a transponder as well. I haven't found a reference to the insurance requirements either - I think that the rules cannot be government mandated, as that would contradict current international maritime law; but the various ports and marinas can of course choose who to let in depending upon whether or not they have insurance.

Why would entry into the EU ports be blocked by such international maritime law?
The U.S. has the ability to establish minimum entry safety requirements if it choses to -- I would think that the EU could impose such restrictions.

As I recall, at least for a time, Australia or NZ established minimum pleasure boat requirements on all vessels in their waters?

Insurance is a difficulty for us.

I wonder if there is a European company doing insurance for forign boats? And just for the months we will be there?

NZ's maritime safety authority tried it, They had a new bureaucrat to run it who had never been on a boat in his life, but had a degree in making rules. This was his first attempt at doing something. It was found to violate international treaties to which we were signatories and was trashed by the courts. Much egg on face and somehow the twit kept his job.

It would be great if AIS was made mandatory for fishing boats... Regardless of size. AIS is mandatory for all vessels with a gross tonnage of 300 and more.
