There is no one single broadcast that can be heard all over the world any time of day or night. But generally you should be able to hear WWV on 5000, 10000 or 15000 kHz in AM mode most of the time....

One further point: Shortwave radio is not FM or CD quality. It is noisy a lot of the time and the signal will fade often. This is the nature of the beast. But there is no other way to send radio...

You generally use single sideband to receive weather. But WWV and WWVB (Hawaii) at 2.5, 5,10 & 15 mehahertz are in AM mode.
