I would be surprised if its not the carburettor, but someone else has mentioned the saftey kill switch which can be a source of problems on Yanmar outboards.

I would clean the carburettor again. The jets and the float bowl needle are so small they regularly clog and your symptoms fit in with this problem.

I have the 4hp, but just cleaned the carb on...
