I believe on those small outboards you have to run at near full rpm to hit anywhere near the rated output current, so it wouldn't be very useful except for windless days that you're motoring for...

Not quite the same. SeaFoam is a cleaning/lubricating additive that happens to also help extend the working life of the gas as well. Stabil and the like are primarily for stabilizing and "preserving"...
