Mmmh - the vectors (lines) are drawn as the range described - just the colored sectors are at 1/3.

My example comes from plain S-57 getting the same presentation with 1/3 of real range for oeSENC and S-63.

In the object properties of the lights you will find the visibility range of the arcs.

The presented arc when hovering is scaled to 1/3 of the real range: 8nm results in 2.67nm on the canvas as in...
