Dave has rightly implemented OpenCPN so that if there is a loss of GPS position data the AIS info is considered to be invalid. Lets call this OpenCPN's GPS mode.

The only way it makes sense to process AIS data without GPS lock would be if a "dead reckoning" mode was added to OpenCPN.
