I disagree. If there is any possibility someone will raft up to me all the fenders I have will be on the shore side of my boat. It is the responsibility of the rafting boat to employ fenders...

Inner vessels get out by sharing their plans as soon as they develop.

Rafting to commercial boats is fine. Personally I wouldn't leave my boat unattended if I do so, and I always have a cell...

The other bit of etiquette is crossing the inboard boats. Unless specifically invited otherwise cross forward of the mast.
