I certainly agree with that statement. Though American, I have sailed in a lot of places and rafted and been rafted to. I take no issue with rafting. I tie up expecting it might happen. I do take exception to the expectation that it's up to me to provide fenders on the outside.

Now about the crew that came at me downwind and down tide on the Hamble River I have some thoughts.... *grin*
