Sometimes it’s possible to back the keel bolt out of an iron keel

Careful not to damage the threads if you give it a try

Don’t know your boat

Modern Keels are typically iron , ferrous and corrode
Particularly the top of the keel

Your bolts may be fine

Ask a surveyor for advice
