Sounds like sound advise. Might not hurt to take a swim and insure the intake and prop aren't fouled. I've seen a bunch about carbon in the exhaust elbow, I can't speak to that.

You may be correct? Cynical may be the wrong term. It may have the connotation of wishing failure. I'll look it up. I thought a cynic was not trusting a particular view point.

If a vessel is under tow, they are required to open. Unfortunately this sounds like it shouldn't be the case.

I believe you nailed it. Someone onboard to offer advise would have no liability if not paid. A two liter bottle of Wild Turkey or as SC calls it Kicking Chicken might be in order, after the fact..
