Blister repair when are you done? What can be left as is?

I'm months into a blister repair on my oyster 39. I bought a gel peeler and used it fairly well though I do have 2 issues I'd love some expertise on.1st is left over gel coat as seen in some pics....

Right now my boat is 30 amp but with the big expense of the cable potentially behind me. I can definitely justify the breaker, outlet and ends to upgrade to 50 amp.
