Blister repair when are you done? What can be left as is?

I'm months into a blister repair on my oyster 39. I bought a gel peeler and used it fairly well though I do have 2 issues I'd love some expertise on.1st is left over gel coat as seen in some pics. The plan is to use system3 quick fair over the whole hull below the waterline. 2nd is I did have a bit of gouging as seen in the pic with the ridges, how should i go about fixing the strip like layers. Lastly and most significant, I'm wondering do i need to eliminate all the blisters? 1st pic is an example of a repair. Used chopped strand mat and structural glass in alternate layers. The blisters remaining are beneath a few layers of glass and are probably about 1 inch in diameter and smaller as seen as the lighter coloured circle's, my gloved hand for size comparison. Again the intention is to use quick fair over the whole bottom.

You’re too deep into it to quit now, yes you need to grind out every blister, and wash the wounds with water many times over then solvent before you start filling them in, or even thinking about fairing the hull for finish.
Hopefully you’re a patient soul, and can tolerate tedious tasks!

I use a sander/buffer with sanding disk to rough down the high spots, this will also remove most of the remaining gelcoat too, your fairing compound will do the rest. Hold the sander flat against the hull so it only takes off the high spots.

Your boats what, 40 year old, probably started blistering 20 years ago. If they are not surface blisters then there is not a lot of benefit grinding them out, without additional moisture penetrating the glass then they should not cause any future issues.
