The ESS will make for simple electronic entry / exit recordations.

Correct as to crossing by car, but when transiting by boat one has to check in at each border entry and with the immigration being electronic databases it is simple to have Schengen visa monitored by...

NZ is where the purchase is appearing to take place but has no engagement as the OP is a US citizen and it appears the boat is also.

A State of the USA cannot provide nationality to a vessel, only...

If the boat has been State titled the titling continues whereever the vessel is as does any liens recorded with the State.

Similar as to if the vessel was documented by the USCG the vessels...
