Cleat for continuous loop?

I have a dinghy with a rudder controlled by a continuous loop (it follows the gunwales and cuts across midship) so you turn by pulling on the rope on either side. I need a cleat that will lock that...

Do propeller shafts / shaft logs typically have thru hull bolts to anchor and stabilize the drive system? If so, is that something else to worry about as a weak link in the hull?

I am trying to adjust the packing nut on my stuffing box because it was dripping too fast.

I've got a 23' trailerable cruiser that lives in Tennessee but the last few winters I've left it in Pensacola for the season and really enjoyed sailing long weekends around Pensacola Bay and the ICW....
