liveaboard and cruising questions

What countries are the easiest to liveaboard at marina or at anchor ?which are the costliest,which are toughest as far as restrictions and general attitudes towards cruiser liveaboards? is living aboard on southeast coast of us still accessible ,due to liveaboard restrictions etc.. from lets say maryland to keys and west coat florida,we had lived aboard and cruised in past and are now considering doing so again so my knowledge on the subject is old info.
