Livaboard Staff Rules

being completly new to the world of the Seas, I have just purchased a 24m Liveaboard and decided to use the same crew to take it back home where i can test both the staff and crew.

I have 3 crew a Captain and one engineer/captain helper and one deck hand.

I am asking what rules govern the staff responsibilities?
where can i find guidelines on rules of the sea?
my deck hand refuses to do anything while the boat is moving....no cleaning or anything besides sitting next to the captain....i find it strange that all three of my staff have to be in one location.

I understand i will make my own job description for my staff yet i was wondering if someone can help on me getting work guideljines or set rules and regulations to use as references....

The bigger crew agencies (lauderdale / antibes) should be able to furnish you with documentation on crew controls. There needs to be a contract if you have 5 or more aboard but i suggest drafting your own. Also - build your rapport with the captain and then put the pressure on him to deal with or hire fire your staff, as he should... or get a new captain too.
