To be correct:
One CAN fly (or drive) into Canada (from USA or elsewhere) for "non-essential" purposes if you fall within an "exempted" group (Canadian citizen and permanent resident of Canada being the most obvious).

Still subject to covid-19 testing and quarantine requirements.

Kat1. Go do the deal in Curacao. No tax. Easy flight in and out. No quarantine. Heck, may not even need a pcr test prior to arrival.

They likely have it at the curacao marine yard. Good tradesman there for reasonable pricing. Can get all the repairs done there that you want.

From Curacao it’s a grunt to get most places, but not impossible.

Have the seller knock some off as now he does not need to bring it to Antigua.

Fall back would be to purchase in SXM.

Unfortunately, we cannot get to Curacao before the boat begins her crossing to the Leewards so closing in Curacao is not possible.

To clarify, the boat has a Dutch ICP but no formal registration and is currently in Curacao. The current owners will bring her across to so we can complete the purchase. Our intent is to register her under the Canadian flag and cruise under cruising permits and then put her up on the hard for hurricane season in Antigua. We do not intend to register or license her in Antigua as we will be under a cruising permit.

FWI it MAY be if benefit to talk to a broker in Antigua.

There is at least one in Jolly Harbor.

It does not cost to have a conversation. And having a local representative who understands the ins and outs could perhaps save you a bundle.

Local knowledge and connections and all that.

If you are going to have a survey then you might want to also talk to your surveyor first. He may have some insight or a recommendation.

No, we have checked and it is just below. We are able to use the simplified method. It is a monohull so we are below the limit.

That starts bringing brokers fees into the equation.. something I doubt the sellers want to get into.. no broker works for free.
To my mind the SMX option is the best.. a private deal done amicably without strings followed by a 100nm sail with the seller to familiarize and learn the boat systems.

Further down on that same page it provides:

Should you require a more accurate tonnage calculation instead of the non-calculated “Assigned Formal Tonnage”, use Form 4A or 4B (see below).

In addition to the non-calculated “Assigned Formal Tonnage” and as an option, if chosen by the ship owner instead of the full measurement by the appointed Tonnage Measurer, the Simplified Method, can be used by the vessel owner as described in Part 3 of the TP 13430. This method applies for the following vessels:

Monohull of 15 metres in tonnage measurement length (TML) or less having not more than a single tier of deckhouses and/or superstructures (including breaks that are also being regarded as one tier of superstructures) whose total combined length does not exceed 70% of TML - use Form 4A Simplified Method of Tonnage Measurement [PDF version].
“Monohull vessel” means a vessel having just one hull.

*** Update,

An Antiguan broker has confirmed that there are no taxes or duties payable in Antigua and that you do not need to import the boat into Antigua in order to sell it there.
