Steel boat with moderate bumps and compressions to hull, worth it?

I’m looking at a steel yacht with an epoxy coat, the steel has taken a bit of a beating over the years but the boat is dry and seems to hold water, are the bumps on the sides of the boat worth worrying about, how much are they impacting the integrity of the hull?

Bumps on the hull? Is it fairing compound being pushed off by rust? Or is it just wobbly steel? The hull being "unfair" is not a problem, but rust never sleeps, and steel boats rust from the inside out usually, and rust can be a sinking problem.

If it is just "wobbly steel" it is not a problem.
