Moisture wicking thru fiberglass and into bilge?

I'm hampered by my ignorance here- this is new to me.

I'm repairing the rotted keel stub of a friend's Catalina 30. The boat has been on the hard since October. In October, and probably all summer, the bilge had about 5" of water and oil in it. I emptied it and did a cursory cleaning when the boat was hauled out.

I was grinding off the filler over the fiberglass on the more vertical areas of the keel stub/bilge today. A dark spot appeared a few minutes after I had ground an area. I wiped it away, thinking it was probably a drop of sweat or a drop of moisture from somewhere.

It came back while I watched, slowly expanding. It's just enough moisture that I can smear it with my finger.

This is a "ring" of them very roughly 12 or 18" apart most of the way around.
This is on the other side of the bilge:

The boat has a mild case of the "Catalina Smile", but I think these are 8 or 10 inches above the cracks.

What am I looking at?

I think the hull laminate is cracked and waterlogged, has this boat hit?

pics of the outside?

first, using a grinder, remove all traces of gelcoat/paint to obtain the bare laminate

A photo from the side of the keel, further away, might be instructive. The suspect might be a leaky keel joint which, as bil56 has suggested, may have saturated fiberglass in the area.
