Leaking Rudder Shaft Stuffing Box

Hi all can anyone help me please I have this old wooden boat and the stuffing box moves with the rudder shaft - I don't want to fiddle with it while in the water but need to know if the housing is broken or just came loose - image is attached- thanks for any help offered - thanks
