Question Clutch Re-Engaging On Feed Out

I'm having a problem with one of my clutches. When I furl the in-mast main, the Clew comes back ok but the Outhaul won't run out freely - it passes an inch or two, then the teeth grip on the sheet, pick it up and partially return the lever to closed. I push it back down to fully open and as the sheet goes through, it again closes up. etc etc.

Can I service this item or is there something else going on here?
(I can "lock" it up and open ok.) I've googled the heck out of this but I can't get the right question into the box to get the right answer back.
