Chainplate fitting/info

I've been working on sanding down my seemingly solid fiberglass hull and I have a question about the screws, chainplate and all the other fittings. Should I remove just the nuts and sand around the screws? Should I try to take the screws out and reseal them somehow? Also, how? I'll definitely need to remove the chainplate and reseal that but I am having trouble finding out the proper way to do that when it's attached to the hull in this way.

I think you will get more significant replies if you can post a picture of what you have on your boat.
