Update:
The boat was hauled out last week and running a tap in the holes provided sufficient grip for the screws to hold down the zincs with confidence. Unfortunately, there was some corrosion on the saildrive and it took some work to dry it out sufficiently for Al-safe primer and paint.

As an aside, I spoke with a few boat owners who share the same dock and there are known problem vessels using shore power; so it looks like a galvanic isolator is in my future.
