Outboard Yamaha 2.5F thermostat.

Hello all!
I have a Yamaha 2.5F with unsufficient cooling water flow. The engine runs hot.
The impeller is replaced with a new one.

How does the thermostat really work ?
Lets say the thermostat does not open as it should. Will there be normal flow of water out of the pilot hole anyway? Is the flow bypassing the engine before the temperature reaches a level where the thermostat opens and then be diverted to flow through the engine?
