Checking out of the Philippines

I am planning on leaving Philippines and boat is in Palawan but I checked in at Cebu. Do I have to fly everyone to Cebu to check out or can I take their passports with me? The reason for question is many new immigrations are taking fingeprints on entry and exit.

Also is there any surprise fees for keeping the vessel in the Philippines a long time?

Kumusta! Have you considered leaving your boat in Carmen Marina, Cebu? Then you are only about 40Kms from Mactan International Airport.
We go in and out of Mactan several times a year and it's always very laid back, never seen anything about finger prints, just passport.

Just go to customs and immigration in PP .. if you arrive at Abanico Yacht Club, there will be plenty of people who can advise you how to do it.... by the way, probably also the best place to keep your boat in Palawan
