You could contact either Povoa or Sines on the Portugese Atlantic coast. Both have developing marinas, I saw plenty of empty berths in 2004 and 2005, and both had lots of empty hardstanding.
Of alternately park up for free on Culartra (spelling surely worng) - but its one of those sand islands in the lagoon off Faro / Olhao in the Portugese Algave.
Culartra has its own shallow lagoon in which lots of cruising cats beach themselves at no cost, and when we visited in 2004 there was at least one livabord who'll keep an eye on your vessel whilst you are away.
Locals are friendly. Most are seasonal fishermen and summer day trippers from the mainland.
It is also only a short walk over the dunes, then a 4 euro ferry ride to Faro and its international airport.

Portugal Marinas & moorings

I too am travelling south from the UK in August to the Algarve in S Portugal.

When planning our trip I found this Web site which contains really useful information on marinas and moorings along the Atlantic coast of Portugal.
