I think kp44 and topmast won the electrical lottery. Replace the double pole breaker and no change. 120 everywhere it is supposed to be but no amps. Has the marina open the meter box. Black wire was connected by one strand and the white wire fell out when prodded. Just enough connection to show 120 at zero amps. They did a full rebuild and my electrical issues disappeared.

Thanks to all for ideas, I learned a good bit and have and older but good double pole breaker as a backup.
It was 100F today...AC is good.
